Is dawdling on a pelican crossing illegal?

A man in Dorset is particularly peeved that trucks are using the A35 through his village, and has took it upon himself to stage a unique protest – by repeatedly using a pelican crossing.  Leading to the question Is dawdling on a pelican crossing illegal?.  Opinion suggests that it would be a harsh court that would convict the fella.
